Well, it still works when I activate it. You immediately (or as long as your computer takes to process the request) have a save dialog pop up to let you put the MS-Word document with the instructions

By the way. If you change your Microsoft Account password after that account is linked to a Windows 10 user account you will need to verify again in Accounts settings, Your Info pane.

Hit it.
Then there should be a whole lot of checkboxes telling you what you can switch off and on.
Then another next button, then a finnish button.
